Born in Gastonia, North Carolina, Bill was the third child of Robert William McCarter Sr. and Nellie Laura Dixon McCarter. He attended public schools in Gastonia before pursuing his passion for art at the University of Georgia, where he earned both a Bachelor of Fine Arts and a Master of Fine Arts. Bill continued his education at Penn State University, earning a Doctorate in Art Education.

Bill began his teaching career at Southeast Missouri State College, where he taught for three years. During this time, he met his future wife, Mickey Story, and they married on Aug. 13, 1966. In 1968, the couple moved to Denton, Texas, where Bill joined the art faculty at the University of North Texas, a place he would call home for the next 37 years.

Bill significantly contributed to art education during his tenure at UNT. He co-authored the widely used art appreciation textbook "Living with Art" published in 1985. He was co-director of the North Texas Institute for Educators on the Visual Arts, a program funded by the Getty Center for Education and the Marcus and Annenberg Foundations. His efforts in advancing art education earned him numerous accolades, including the Texas Art Education Association's Higher Education Art Educator of the Year award in 1994 and the title UNT Regents Professor, reflecting his exceptional contributions to the university.

Beyond academia, Bill had a unique passion for restoring the soundboards of antique harpsichords, showcasing his love for art and craftsmanship. Known for his kindness, wit, and dedication, Bill left a lasting impact on the UNT community and all who had the privilege of learning from him.

Bill is survived by his wife, Mickey, their son Monte, daughter-in-law Jennifer, and grandson Ronan. He is also survived by his nieces and nephews: Robert McCarter (Susan Davis-McCarter), Robin Anderson (Mark), Shirley Kaml (Larry), Mary Anne Smith (Steve), and Mark Overton (Jessica).
